Alley Vacation Petition
Application must be made 15 days prior to the public hearing, accompanied by a $250 filing fee. The property is posted no less than 5 days nor more than 10 days prior to the first public hearing. All persons owning property within 150’ of applicant’s property will be sent a letter of notice no less than 5 days nor more than 10 days prior to first public hearing.
The following steps will take place for the Alley Vacation request:
- The Planning Commission will hold the first public hearing and make a recommendation.
- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
Annexation
Application must be made 15 days prior to the public hearing, accompanied by a $100 filing fee. The property is posted no less than 5 days nor more than 10 days prior to the first public hearing. All persons owning property within 150’ of applicant’s property will be sent a letter of notice no less than 5 days nor more than 10 days prior to first public hearing.

- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
Building Permits

The current Building Code being enforced by the City of Huron/County of Beadle is the ICC 2003 International Building Code. Building permits are required for all new construction, structural changes, remodeling, fences, sheds, residing, reroofing (both commercial and residential), water heater replacement, HVAC installation, lawn sprinkler installation, etc. Inspections are required for footings, foundations, framing, insulation, plumbing, electrical wiring, and a final inspection before occupancy. Fees are based on the ICBO building valuation data with occupancy and type of building, square footage, and the South Dakota modifier applied. These fees are subject to change annually. Site Plan: A scaled drawing showing where the proposed structure is to be located on the lot with dimensions of setbacks from all property lines (front, sides, and rear). The distances must be perpendicular from the property line to the closest point of the structure. Include the direction of drainage on the lot. Also list the legal description of the lot or acreage. Show the driveway and sidewalk location and dimensions. Show location and size of any out buildings (garage, if not attached, storage shed, etc.) |

Floor Plan: A scaled drawing must be presented showing the rooms and dimensions for each floor. Also include the proposed size and location of porches or decks.

Typical Wall Section: A scaled detailed drawing showing sizes and materials of the exterior wall from footing to shingles. Wood foundations must show their own specific detail! List joists, beams, and bearing wall sizes and spacing. Include ceiling and wall insulation for type and R-value.

Window Schedule: List all required windows by manufactures name, type, and manufacturer’s number. List all rescue (egress) window locations and size of the clear opening (when window is in a fully open position). List materials being used for window well escape opening.

Miscellaneous: Show the location of all smoke detectors. Provide stair details showing rise, run and headroom. List the type and size of HVAC units, voltage and amperage service. List names of owner, general contractor, electrical, plumber, and mechanical contractors. Also list the square footage of each floor. MAKE SURE THE PLANS ARE CORRECT! If a variance for use, side, front, or back yard setbacks is needed, It must be approved before a building permit is issued. The building permit must be issued prior to work being started. Don't forget to call (353-8513) for a footing inspection. Failure to get a permit on time may result in a fine (investigative fee) of $100 or double the permit fee.

Conditional Use Permit
Application must be made 45 days prior (accompanied by $100.00 filing fee) to City Staff. The property is posted no less than 5 days nor more than 10 days prior to the first public hearing. All persons owning property within 150’ of applicant’s property excluding streets and alleys will be sent a letter of notice no less than 5 days nor more than 10 days prior to first public hearing.
The following steps will take place for the Conditional Use request:
- The hearing examiner will hold the first public hearing and make a recommendation.
- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
Health Inspections
The Building Inspector or designated agent inspects all Businesses within the City of Huron requiring grease traps. The inspector will also perform health inspections of homes and rental property if warranted.
Home Occupations
Applying for a Home Occupation Permit? Please visit with the City Planner before proceeding to complete the application. The Planner will review the appropriate zoning ordinances and application process. The Office will provide the appropriate application for you to complete and return.
- Artist/Artisan
- Professional office (author, architect, consulting, word processing, computer programming, drafting, graphics, engineering, investments, insurance, interior design, real estate, ministerial and secretarial).
- Specialty bakery/catering service.
- Handicrafts (not for sale on site).
- Individual tutoring.
- Individual musical instructions without amplification (three students only at one time).
- Telephone answering.
- Mail ordering.
- Special occasion service.
- Coin collection.
- Sales involving or similar to Amway, Shaklee, Avon, Mary Kay or Tupperware.
- Tailor/Seamstress.
- Barber/Beauty shop (single chair).
- Barber shop/Beauty salon (2-chair or over).
- Electrolysis.
- Blade sharpening.
- Gunsmith.
- Portrait studio.
- Individual counseling.
- Upholstery.
- Electronic repair.
- Woodworking for hire.
- General contracting.
- Landscape maintenance (lawn mowing, irrigation system installation or repair, care and planting or living ornamental vegetation or snow removal).
- Building maintenance and janitorial services (carpet cleaners).
- Environmental services involving the storage or handling of hazardous or toxic materials.
- Animal grooming, taxidermy with the condition that any animal grooming will be secondary to the use of the house as a residence.
- Household appliance repair.
- Vehicle repair or detailing provided that the use and any related activities are enclosed entirely within structures on the lot. (Vehicle body repair and painting are not allowed).
- Uses involving a commercial vehicle other than an automobile or standard pickup truck.
- Food processing or packing for sale off the premises.
The following steps will take place for the Home Occupation request:
- The hearing examiner will hold the first public hearing and make a recommendation.
- The findings of the meeting are then forwarded to the City Commission for final approval/denial
- Reviews completed biennially.
Moving Permits
- Application must be made 15-days prior to move including a plot plan.
- Fee is determined on type of structure to be moved.
- If a structure is to be moved from one area within the city limits to another, the property must be posted no less than 5 days nor more than 10 days prior to the approval from the City Commission.
- If a structure is to be moved from the City limits to an area within the County Jurisdiction – the property will not be posted, but plot plans are required.
Nuisances
The inspections office will receive and investigate all nuisances properly submitted either by phone or letter. We must ask for a correct address, area of the property where the infraction is located (front, back, side yard, or boulevard). The complaint will be verified and the property owner or occupant will be notified ONCE A SEASON by phone call or letter with the specified time to rectify the infraction. If the problem has not been removed or rectified in the allotted time, the inspections office will make all arrangements with the Street Dept., Solid Waste Dept., Parks and Recreation Dept., or a private contractor to abate the nuisance. Costs will be assessed to the property. Special assessment charges for nuisance abatement will be arranged through the City Finance Office. The Finance Office will immediately notify the City Attorney of any appeals to nuisance determinations.
Plats
The following requirements must be met before a recommendation from the City Planning Commission holding the first public hearing can be given:
- Minimum lot size depending on zoning district, with no access to public water and sewer the minimum lot size is 5 acres.
- Applicant provides a copy of the filed plat to the City Planning Office.
- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
A cash filing fee shall be paid at the time of filing. The filing fee for a minor plat (including three lots or less) shall be $25.00. The filing fee for a major plat (including four lots or more) shall be $50.00.
Street Vacation Petition

- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
Variances
Application must be made 45 days prior to start of the building (accompanied by $100.00 filing fee) to City Staff. The property is posted no less than 5 days nor more than 10 days prior to the first public hearing. All persons owning property within 150’ of applicant’s property excluding streets and alleys will be sent a letter of notice no less than 5 days nor more than 10 days prior to first public hearing.
The following steps will take place for the variance request:
- The hearing examiner will hold the first public hearing and make a recommendation.
- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
- Once an approval is given, the applicant must obtain a building permit for the project prior to start.
Zoning
Rezone: Application must be made 45 days prior (accompanied by $100.00 filing fee) to City Staff. The property is posted no less than 5 days nor more than 10 days prior to the first public hearing. All persons owning property within 150’ of applicant’s property excluding streets and alleys will be sent a letter of notice no less than 5 days nor more than 10 days prior to first public hearing.
The following steps will take place for a Rezone:
- The City Planning Commission will hold the first public hearing and make a recommendation.
- The findings of the meeting are then forwarded to the City Commission for final approval/denial.
